Welcome

Federal legislative history refers to the documents produced by Congress as a bill is introduced, studied and debated. These legislative documents are often used as persuasive, not mandatory, legal authority in an attempt to determine Congressional intent or to clarify vague or ambiguous statutory language.

This guide discusses the types of documents that come out of the legislative process, their use, and how to locate legislative documents for enacted and pending legislation.

See Finding Library Materials for more information on how to find materials referenced in this guide.
