  1. Click on Federal Register link
  • Click on the magnifying icon to open the search feature.
  • Click on the Citation link
  • Select Federal Register as the collection
  • Select 61 (1996) as the year [61 is the volume]
  • Enter 44396 in the page number box
  • Click on Search

This brings up the entire section of the Federal Register that starts on page 44396 (in volume 61). Note that this section spans 223 pages. Use the first page to answer the following questions:

  1. What is the name of the agency that issued these regulations?
  2. What is the subject of the regulations?
  3. Is this a proposed or final rule?

Scroll to the next page where you will find the heading "Purpose and Overview of the Rule" and answer the following question:

D. What law does the agency cite as the authority for its jurisdiction over this subject?

Scroll to the next page where you will find the heading "Background" and answer the following question, as of the date of these regulations:

E. How many Americans smoked cigarettes?
F. How many used smokeless tobacco?
G. How many people die each year from tobacco-related illnesses?

  1. Click on the FDA link.
  1. What tab would you click on at the FDA site to find more information related to the regulations you just looked at?
  2. Name one resource on this page (or linked from this page) that relates to the topic of the regulations you were viewing and indicate why it might be useful. (There are multiple correct answers.)
